Business Process Consultant

This position will be working with the technical and program area staff to help with analysis, design, communication, facilitation, and code remediation, towards integrating in-house applications with the statewide PALM (Planning, Account, and Ledger Management) solution. “The Florida Planning, Accounting, and Ledger Management (PALM) Project is replacing the State of Florida’s current accounting and cash management systems with an integrated, enterprise financial management solution (FMS) that will allow the State to organize, define, and standardize its financial management processes.”

Bachelor’s Degree in Business Administration, Management Information Systems, Information Systems, Computer Science, or other Information Technology major, or equivalent work experience.

Required Tasks:

• Gather, analyze, document and validate user requirements.
• Assist in the business process redesign and documentation, as needed.
• Translate high level business requirements into functional specifications and manage changes to such specifications.
• Chart existing business processes in order to define current business activities for the development of procedures and models.
• Meet with decision makers, systems owners, and end users to define business, financial, and operations requirements and systems goals.
• Research, review, and analyze the effectiveness and efficiency of existing processes and develop strategies for enhancing or further leveraging these processes.
• Prototype new procedures for the purpose of enhancing business processes, operations, and information process flow.
• Prepare and deliver reports, recommendations, or alternatives for improving processes in operating systems across the organization.
• Identify and establish scope and parameters of process analysis in order to define impact, outcome criteria, and measure-taking actions.
• Develop, standardize, and maintain new or improved processes based on findings and analysis.
• Communicate process changes, enhancements, and modifications – verbally or through written documentation – to management, peers, staff, and other employees so that issues and solutions are understood.
• Create process models, specifications, diagrams, and charts to provide direction to system programmers.
• Liaise with various business, and IT, groups in the organization to facilitate implementation of new or improved business processes.
• Collaborate in the planning, design, development, and deployment of new applications, and enhancements to existing applications.
• Coordinate and perform in-depth tests, including end-user reviews, for modified and new processes, and other post-implementation support.
• Provide guidance and/or instruction to junior staff members.

Required Skills:

• 8+ years’ experience with business and technical requirements analysis, business process modeling/mapping, methodology development, and data modeling.
• 5+ years’ experience overseeing the design, development, and implementation of software and hardware solutions, systems, or products.
• Experience with financial analysis, including the ability to apply complex accounting principles, a working knowledge of accounting processes, procedures and internal controls.
• Experience in the operation and analysis of database and application software, standards, and data retrieval methodologies.
• Experience with importing data for use in report software, spreadsheets, graphs, and flowcharts.
• Experience working within a structured Project Management environment.
• Knowledge of Information Systems Development Methodology (ISDM).
• Ability to be creative, to use sound judgment, and to display foresight to identify potential problems and design/specifications.
• Ability to establish and maintain effective working relationships with others.
• Ability to work independently.
• Ability to determine work priorities and ensure proper completion of work assignments.
• Ability to work well under pressure and meet deadlines without sacrificing quality.
• Excellent interpersonal, collaborative, oral and written communication skills.

Preferred Skills:

• Certification(s) from the IIBA (International Institute of Business Analysis), based on the BABOK (Business Analysis Body of Knowledge).
• Familiarity with Agile development, specifically Scrum, Extreme Programming (XP) and Kanban.
• Working technical knowledge of Oracle PL/SQL and/or PHP.
• Experience with database query tools such as TOAD and/or SQL Developer.
• Experience with UML (Unified Modelling Language).
• Experience with environmental regulatory business processes and practices.
• Knowledge and understanding of DEP’s technical environment.
• Knowledge of various facilitation techniques to elicit business requirements and drive customer communications.
